The job you were never told about.
A registration under code 01 Building Construction Works does not make you eligible for a code 200 agricultural supply notice, however capable you are of doing the work. That is the obvious half. The expensive half runs the other way.
Most contractors hold one to three codes and watch exactly one of them — the work they think of themselves as doing. The second and third codes sit on the certificate earning nothing, because nobody is reading the categories they cover. Every notice in them goes past unseen, and each one leaves no trace: no letter, no debrief, no line in the books.
That is the loss this test exists to stop, and it is the reason coverage without eligibility is worthless. An aggregator that sends you everything buries the two notices in your second code under forty you cannot touch. We send the two.
The rule behind it
Every notice published in Botswana carries, or implies, a PPRA registration code. Rev 06 of the register defines 85 categories across four appendices — Works, Services, Supplies and Consultants. Your registration lists the codes you hold. If it does not carry the code the notice needs, a bid is not uncompetitive, it is non-responsive.
This is a category test, not a capability test, and contractors lose work to it constantly because the category boundaries do not match how a business describes itself. A firm that builds and also maintains is working inside one category. A firm that builds and also supplies is holding two, and needs both.
What we do with a code we cannot resolve
The register's numbering is not contiguous. PPRA retires codes without renumbering, and Rev 06 has real gaps: 4 in Works, 9 in Services, 5 in Supplies and 2 in Consultants. When a notice carries a code we cannot resolve it goes to a person, not to the bin. Guessing a gap shut would invent a registration nobody can hold — which is how you get an alert that is confidently wrong.
